In many aspects it is progressing in Turkey.
In Turkey, an Energy Certificate has now been introduced (Enerji kimlik belgesi).
This is mandatory for new buildings that have received a building permit after 01.01.2011! Without an Energy Certificate it is no longer possible to obtain the residency permit (Iskan) for these new buildings.
From 2020, this certificate is also required for registrations in the land register. Real estate cannot be transferred without an energy certificate then.
The classifications are comparable with those in Europe. This is another step towards energy and environmental awareness in Turkey
